I think your idea works, but it's a bit more complicated than you describe: if you just punch the $n$ circles you said in each strip, the remainder won't be nowhere dense as required. I'm fairly convinced the remainder can be made nowhere dense by putting more circles in each strip (without going beyond the strip's boundary), but it's not completely obvious either.
